Every commune must have a quorum of at least half of the Elders.
These communes are managed through a parliamentary process.
At each commune a presiding minister is nominated, this minister manages the decorum at the commune using point of order rules.
When a vote is made, the minister may only vote to break ties.
Most votes are majority rules (greater that 50%) except outcast which take a super majority (greater than %66).
Minutes recording the commune will be taken, and past minutes are approved at future communes.
